Toll obligation for trucks over 3.5 tonnes extended

From 1 July 2024, the obligation to pay tolls for the use of federal trunk roads will be extended to vehicles with a technically permissible maximum mass of more than 3.5 tonnes. The extension of the toll obligation is expected to increase freight rates in Germany.

1 – Vehicles subject to tolls

From 1 July 2024, tolls will be charged on vehicles with a technically permissible maximum mass (TPM) of more than 3.5 tonnes. This obligation only applies to vehicles intended for or used for road haulage. Vehicle combinations are only subject to tolls if the technically permissible maximum mass of the towing vehicle exceeds 3.5 tonnes.

2 – Composition of toll tariffs

The toll is calculated on the basis of the distance travelled by the vehicle and a toll rate in cents per kilometre. This toll rate is made up of amounts of CO₂ emissions, air pollution, noise pollution and infrastructure costs.

  • Infrastructure and noise pollution costs: These percentages depend on the weight category of the vehicle. For vehicles with a technically permissible maximum mass of over 18 tonnes, the number of axles is also relevant. From 1 December 2023, the technically permissible maximum laden weight (TPM), rather than the gross vehicle weight (GVW), will determine the weight category.
  • Air pollution: The amounts of air pollution caused depends on the emission class of the vehicle. Each vehicle is assigned to one of the six categories A, B, C, D, E and F according to its emission class. The responsibility for the correct declaration of the pollutant class lies with the toll customer, who is obliged to provide all relevant data correctly (principle of self-declaration).
  • CO₂ emissions: The amount of CO₂ emissions is calculated according to the CO₂ emission class. Each vehicle is assigned to one of four emission classes. Once again, it is the responsibility of the toll customer to specify the correct emission class. Initially, all registered toll customers are assigned to emission class 1 by Toll Collect. A more favourable class can be applied for in the customer portal for vehicles with a first registration date from 1 July 2019.
