CCS-Express Receives Authorization for Simplified Customs Declaration

CCS-Express GmbH has received authorization for simplified customs declaration procedures, further strengthening its position as a leading customs clearance agent for small and medium-sized enterprises (SMEs). With this approval, CCS-Express can process goods more easily under the export procedure, no longer needs to present them at the export customs office, and can submit export declarations at any customs office within the EU. This results in significant time savings and greater flexibility for CCS clients in customs processing.

What was previously known as "Authorized Exporter" is now referred to as the "Simplified Customs Declaration with Formal Authorization" (Art. 166 UCC). To obtain this authorization, companies must meet several requirements, including no serious or repeated violations of customs or tax regulations, adherence to extensive documentation obligations, and assurance of proper procedural execution.

The simplified customs declaration with formal authorization offers significant advantages for exporting companies:

  • Goods can be presented outside the customs office. This means that even for goods valued over €3,000, it is not necessary to present them at a customs office (with some exceptions for specific product categories).
  • No waiting periods for presentation.
  • Usually, no inspections are required.
  • The process is digital and often completed within minutes after the export declaration.

Just minutes after submitting the export declaration, the exporter receives the export document and can ship the goods—greatly accelerating the shipping process.
Another benefit of this authorization is flexibility in choosing the export customs office. Although allowed under EU law since 2016 as part of customs harmonization, this has now been implemented technically: Export declarations can now be submitted by EU-based companies in other EU member states.

What does this mean in practice?

Example: A manufacturing company headquartered in Bavaria operates another facility in Milan. Previously, to export goods from Milan to the USA, a customs clearance agent based in Italy had to handle the export declaration. Now, the customs clearance agent at the Bavarian headquarters—such as CCS-Express—can manage the customs clearance for the goods in Italy and directly submit the export declaration to the Italian customs office. The benefit: The customer can rely on trusted services even when exporting from other EU countries, without needing to hire additional customs agents. This saves time and money and ensures smooth operations.
