Background: What is the New EU PID Requirement?

Effective November 1, 2026, the European Union is introducing a new mandatory data policy for imported goods: the PID Requirement (Product Identifier).

Designed to enhance transparency in cross-border e-commerce and safeguard the EU internal market, this regulation mandates the submission of specific product identifiers in customs declarations for B2C e-commerce imports originating from third countries (e.g., USA, China, UK).

Importantly, this rule is not limited to major express integrators like DHL or UPS. It applies uniformly to all customs declarations, binding independent customs brokers, freight forwarders, and importers alike.

  1. Direct-to-Consumer Shipments (B2C Third Country ➡️ EU Private Customer) ➡️ PID MANDATORY
    If you ship goods directly from a non-EU country to private consumers in the EU (e.g., via Shopify, Amazon FBM, TikTok Shop, or proprietary webstores), the following data elements must be included in the customs clearance record starting November 2026:
    • M-PID (Merchant SKU)
    • NS-PID (Manufacturer Part Number / Non-Standard PID)
    • S-PID (Standardized PID: GTIN, EAN, UPC, or ISBN, where applicable)
      If these identifiers are missing from the merchant's data feed, customs declarations will be rejected at entry hubs, leading to clearance delays.
  2. Bulk Imports for Inventory & Amazon FBA (B2B / IOR Services) ➡️ NO PID Required
    For standard B2B imports and replenishment shipments to warehouses (e.g., shipments from the US/China imported under CCS Importer of Record status for storage in our fulfillment centers or delivery to Amazon FBA), PID submission is NOT required at the time of import. Because no individual consumer purchase contract exists at the border, this is classified as standard commercial inventory intake.
  3. B2B Shipments & Genuine Free Samples ➡️ NO PID Required
    Standard commercial B2B shipments to tax-registered companies, as well as genuine free samples or warranty replacements (without an underlying distance sale contract), remain exempt from the PID requirement.
